| Overall objective: To promote the sustainable use of natural resources (energy) through the implementation of Energy Efficiency and Renewable Energy measures and policies and development of local Action Plans.
Specific objective(s):
– SO1: To build capacities of planning and implementing Energy Efficiency and Renewable Energy measures towards a sustainable use of energy resources.
– SO2: Building knowledge of local administration and community by implementing pilot projects with multi-disciplinary potential of learning.
– SO3: Create comprehensive and detailed local Action Plans for the implementation of the Energy Efficiency measures with a view to reduce fossil fuel consumption and pollution.
– SO4: Awareness raising and exchange of knowledge in between actors.
– SO5: To pilot investments on Efficiency and Renewable Energy Sources (RES) in order to be a learning ground on the technologies.
Target groups:
– Local Government Units (political leadership as mayors and city councillors, and municipal staff of municipalities of Kurbin, Albania and Suhareka/Suva Reka, Kosovo;
– Local business sector – local industry, construction, services sector, public transport etc;
– Education sector – Lower and middle level educational institutions that can benefit from the use of the green infrastructure and build knowledge on its implementation.
– Media – local journalist and social media bloggers;
– Civil Society and representatives of local communities (CSOs representing all strata of society, women, men, young people, vulnerable groups, children, rural, education, etc).
Final Beneficiaries:
– The whole public at large at local level, regional and cross-border level.
Summary of the planned activities:
WP1. Established sustainable mechanism for dialogue and consultations among all local stakeholders on energy efficiency and climate change issues and its implementation at local level.
– Conduct a Needs Assessment (NA) of the national policies and institutional framework in place and identify energy consumption profiles of the local authorities in order to assess the potential for improvement at all levels.
– Conduct a data sourcing exercise and identify current methodology of collection of energy data in the local authorities.
– Carry out surveys to measure the awareness of the population of the targeted areas, businesses and employees of the local authorities on Energy Efficiency and Climate issues.
– Prepare the Communication and Visibility plan of the project.
– Kick-off event on EE, present NA results and input from the local level – to be held in Kurbin, AL with both AL and KS stakeholders
WP2. Development of two Action Plans on Energy Efficiency, including monitoring and reporting for both municipalities while transferring know-how and increase capacities of the municipal staff.
– Assess the implementation level of the Action Plan of Energy Efficiency of Suhareka/Suva Reka municipality in order to identify challenges and good practices, draw recommendations and lessons learnt, while transferring know how and experience to the partners in Kurbin municipality.
– Preparation the Action Plans for energy efficiency at local level AL-KS for both Kurbin and Suhareka/Suva Reka Municipality.
– Organisation of trainings with relevant stakeholders to increase their capacities and raise awareness on the necessity to develop energy strategies at local and regional level.
– Exchange days of the staff of both municipalities working on the local action plan.
WP3. Build a local internal strategic framework complying with national requirements and EU standards.
– Prepare a Methodology for fulfilling the duties of reporting energy data to national authorities.
– Create a strategy of energy efficiency auditing in the public buildings under administration from the local authorities.
– Prepare 1 Manual on Procuring Energy Efficiently at local level.
WP4. Building and promoting green investments and raise awareness on Energy Efficiency.
– 2 Innovative Pilot investments in targeted regions – one kindergarten/school in Kurbin (1 heating pump system and 1 green rooftop created) and one pilot investment of LED lighting and solar panels in public spaces on Suhareka/Suva Reka.
– Open days on energy efficiency Awareness raising Campaign: Development of website, information materials (leaflets, posters, guides, videos, jingles).
– Air quality monitoring in the renovated buildings to establish the before and after effect of the efficiency measures.
– A video and radio news will be prepared to promote the two pilot investments in Kurbin and Suhareka/Suva Reka and raise awareness on their benefits, etc |
