Description Overall objective:
To improve socially inclusive economic development of the border regions of Fushe Arrez, Malesi e Madhe and the area of Cetinje and Podgorica.
Specific objectives:
Outcome (OC) 1: To improve employability and social inclusion among youth, women, long-term unemployed persons and PWDs in targeted sectors of: Rural Tourism and Hospitality Services (T&H), Circular/Green Economy initiatives (CGE), Agriculture, and Social Entrepreneurship inclusive business model;
Outcome (OC) 2: To improve cross-border businesses competitiveness through capacity building for sustainable use of local resources and market needs and prospects for continuing employment and self-employment in targeted sectors in area of Shkodra (Fushe Arrez and Malesi e Madhe), Cetinje and Podgorica;
Outcome (OC) 3: To raise awareness of target groups and general audiences of the cross-border targeted regions about the aim, results and the impact of the Action, new employment opportunities and socially inclusive businesses models.
The foreseen activities within the project are:
WP0.1 Project preparation activities:
Op.0.1 Project steering bodies and operational structures set up;
A.0.1.1 – Setting up of project bodies, facilities, and technical documentation;
A.0.1.2 – Signature of Memorandum of Understandings (MoUs) and Partnership Agreement with relevant institutions and partners;
WP1 Capacity building of the vulnerable groups
Op 1.1 Developed joint cross-border action plan to promote employment, labour mobility and social inclusion;
A.1.1.1 Mapping and analysis of the status and the needs of the relevant Business Operators, Public Institutions and Civil Society Organisations (CSO) within the targeted territory;
A.1.1.2 Signing of MoU with the entities mapped, interesting to participate in activities of trainings, mentorship programmes and employment of the vulnerable groups;
A.1.1.3 Joint Action Plan designing for matching of training curricula for vulnerable groups with the labour market demand and increased employability;
Op 1.2 Increased theoretical and practical skills and employability of the vulnerable groups through tailored trainings in targeted sectors;
A.1.2.1 Call for application and selection of the training candidates;
A.1.2.2 Implementing theoretical trainings in targeted sectors services provision and management;
A.1.2.3 Selection of the most successful candidates for practical part (on-the-job trainings), and implementation of the 3-month on the job training;
A.1.2.4 Launch of the call for innovative start-up business ideas in targeted sectors;
A.1.2.5 Selection of 20 best ideas on business innovation for the participation in 3-days boot camp and 7-days of soft-incubation on developing a business plan;
A.1.2.6 Final selection of the 10 winners of the call (5 per each country) for the in-depth incubation and financial support of the created business plans;
Op 1.3 Successful trainees acquired employment, self-employment and become competitive on the labour market;
A.1.3.1 Providing monitoring and counselling/mediation when needed of the employment contracts signed between trainees and the employers,
A.1.3.2 Providing monitoring and mentoring/counselling support to the new start-ups;
A.1.3.3. Meetings with the MoU signees for monitoring and analysis of the Joint Action Plan implementation;
A.1.3.4 Elaboration of a detailed analysis on best practices and lesson learned for advocacy and policy influencing on labour and inclusive social business models;

WP2 Capacity building and mentorship programme for the economic entities
Op 2.1 Implemented mentoring reference point for potential and existing entrepreneurs within and across the borders in targeted sectors;
A.2.1.1 Creation of Pool of Mentors and mentorship programmes for the support to potential and existing entrepreneurs in strategic planning, finance, administration, and marketing;
A.2.1.2 Creation of durable counselling and online point of e-learning programmes and experiences exchange for entrepreneurs and other relevant beneficiaries;
Op 2.2 Implemented comprehensive mentorship programme to give the sustainability and follow up after the project completion and additional impact to local and cross-border labour market;
A.2.2.1 Individual coaching for potential and existing entrepreneurs;
A.2.2.2 Group coaching in strategic planning, finance, administration, and marketing;
A.2.2.3 Implementation of support programme for crisis management and overcoming mutual challenges in labour market cross-border targeted area;
A.2.2.4 Promotion of Social Entrepreneurship inclusive business model of the vulnerable groups;

WP3 Awareness raising and Communication & Visibility actions
Op 3.1. Comprehensive cross-border media campaign for promotion of opportunities and socially inclusive business models for vulnerable groups, self-employment and start-ups, especially in the rural areas;
A.3.1.1 Start-up activities – Development of the Communication and Visibility Plan;
A.3.1.2 Design and launch of integrated awareness raising campaigns on employability and employment opportunities, emphasis rural areas development;
Op 3.2 Project promotion and results dissemination achieved through the set of public events activities, promotional tools and available media channels;
A.3.2.1 Promotional toolkit design and creation;
A.3.2.2 Social networks and media promotion (online/offline);
A3.2.3 Opening conference;
A3.2.4 Final event;

Expected results Expected results of the project are:
(OC1):

Op 2.1 Implemented comprehensive mentorship programme for potential and existing entrepreneurs within and across the borders in targeted sectors;
Op 2.2 Implemented inclusive business plans to give the sustainability and follow up after the project completion and additional impact to local and cross-border labour market;
(OC3):
Op 3.1. Comprehensive cross-border media campaign for promotion of opportunities and socially inclusive business models for vulnerable groups, self-employment and start-ups, especially in the rural areas;
Op 3.2 Project promotion and results dissemination achieved through the set of public events activities, promotional tools and available media channels;
Expected outputs Expected project outputs are:
– 2 MoU between institutional stakeholders (between employment Bureaus and between Chambers of Commerce) signed;
– Mapping and analysis of the status and the needs of the relevant Business Operators, Public Institutions and Civil Society Organisations (CSO) conducted;
– 1 MoU signed between at least 40 employers /entrepreneurs of the area;
– Joint Action Plan for matching of training curricula for vulnerable groups with the labour market demand and increased employability drafted;
– CfA published for unemployed people for trainings on deficit occupations in Rural Tourism and Hospitality Services (T&H), Circular/Green Economy initiatives (CGE), Agriculture, and Social Entrepreneurship inclusive business model sectors;
– 60 trainees obtained training certificates issued by training providers;
– 60 candidates went through 3-month on-the-job training, out of which 30 most successful candidates will be selected to be employed;
– Launch of the call for innovative start-up business ideas in Environmental Protection; Waste Management; Agriculture and Rural Development; Tourism; Employment;
– Selection of 20 best ideas on business innovation for the participation in 3-days boot camp and 7-days of soft-incubation on developing a business plan;
– 20 start-ups incubation, 20 business plans;
– Final selection of the 10 winners of the call (5 per each country) for the in-depth incubation and financial support of the created business plans;
– 3-day trainings for at least 10 sub-grants awarded, at least 10 Mentoring plans elaborated;
– 30 employment contracts signed between trainees and the employers;
– 30 monitoring reports issued by project team;
– 10 sub-grantees mentored throughout the implementation phase;
– 4 meetings with at least 40 MoUs signatories;
– Caste study conducted: detailed analysis on best practices and lesson learned for advocacy and policy influencing on labour and inclusive social business models;
– Pool of Mentors for the support to potential and existing entrepreneurs in strategic planning, finance, administration, and marketing created;
– 1 podcast station equipped and set-up;
– 20 individual coaching/mentoring for Strategic planning and financing, Legal administrative and accounting training/business management, Digital marketing and sales and trainees obtained certificates issued by training providers;
– 20 group coaching/mentoring for Crisis management and trainees obtained certificates issued by training providers;
– Promotional campaign on employability and employment opportunities, with emphasis in rural areas development conducted;
– Promotional material produced and disseminated;
– Opening conference and Final event organized
