IPA 2014-2020 programme was prepared by participating countries during second half of 2013 and first half of 2014 and adopted by European Commission for funding at the end of 2014.

Management of the programme
IPA 2014-2020 programme is implemented in direct management and the Delegation of the European Union to Bosnia and Herzegovina is the Contracting Authority for this programme.
The CBC bodies coordinating the programming and implementation process on the respective sides of the border are the Sector for EU Assistance Coordination, Department for Cross-border and Regional Programmes, Directorate for European Integration, Bosnia and Herzegovina and the Directorate for Regional and Territorial Cooperation, European Integration Office, Montenegro.
The JTS is located in Sarajevo, Bosnia and Herzegovina, and the Antenna in Niksic, Montenegro.
