SUMMARY:JTS Training
DESCRIPTION:The third and the last four day training for the selected JTS and antennae staff for IPA cross-border programmes on the internal borders of the Western Balkan countries was organised from 13th until 16th October in Sarajevo, in SERDA premises.\nAmong 12 trainees, coming from Bosnia and Herzegovina and Montenegro, were those employed in JTSs or antennae for 3 cross-border programmes (Serbia – Bosnia and Herzegovina, Bosnia and Herzegovina – Montenegro and Croatia – Bosnia and Herzegovina), representatives from Operating Structures (Directorate for European Integration – Bosnia and Herzegovina) and representatives from regional development agencies ARDA and NERDA that will act as additional info points for the IPA cross-border programmes.\nAll of participants took active part in the training. They have established very good communication among themselves during the course, but also after each working session.\nCourse objectives:\n\nGain knowledge on new financing instrument – IPA and relevant cross-border programmes;\nBe aware of the linkage between cross-border program and the specific Call for Proposals;\nKnow major steps in implementation of the programme and the role of the various actors in each step;\nKnow specific role and tasks of JTS in every step of the programme implementation cycle;\nKnow what it takes to launch a Call for Proposals;\nKnow what it takes to evaluate grant project proposals;\nKnow how grant contracts will be awarded;\n\nBut also\n\nNetworking and establishment of good communication between staff from various JTSs and antennae.\n\nGeneral description of the course:\nThe purpose of the 4 days training was to train the staff of the Joint Technical Secretariat (JTS) in their tasks/roles in managing the Call for Proposals under IPA cross-border programme. The training also was targeted to facilitate their understanding on their roles as defined in the JTS manual.\nThe training followed the phases and tasks of the JTS in each phase of the Call for Proposal cycle:\n\nPreparatory Activities (incl. preparation of guidelines)\nLaunching of the CfP\nEvaluation\nContract Prep. and Signature\nProject implementation\n\nThe course was divided into different blocks/elements:\n\nIntroduction to IPA CBC\nInstitutional Framework for implementing the cross-border programme\nSteps and sub-steps in the Call for Proposal process (actors, responsibilities, timeline)\nVisibility requirements of EC assistance\nPreparatory Activities for CfP\nGuidelines for Applicants;\nLaunching Call for Proposals;\nEvaluation, Steps;\nEvaluation, Concept Note;\nEvaluation, Full Application Form;\nEvaluation, Provisional Selection, Eligibility Criteria & Submission of Proof;\nContract Preparation and Signature;\nImplementation of the project level;\nImplementation on the program level\nImplication of the activities on Work Plan and TA budget.\n\n\n
